Starting week 2!

Keith spent the weekend re-building around a MeasureReport foundation (from Group). Also participated in datavant weekend hackathon. Connected with ASTHO (Association of State and Territorial Health Officials) and with ONC. We're also starting to see interest from provider organizations.

Michael Donnelly has done work to represent Epic's measures in FHIR Measure resource

David Pyke has taken this work forward toward HL7 Technical Steering Committee review, slated for April 6, and FHIR Management Group review on 4/1.

Hans: Today the focus is on beds, but should we be documenting approachest to testing results, etc?

Keith: Yes, we're still forming and storming (not yet norming)! Anyone should edit + contribute to wiki, specs, etc. If there's a conflict we'll move to pull requests.

Hot Topics

1. Comparing measures.

Hans is starting from CDC spreadsheets, and will write this into a wiki page; then someone should be turning this into formal constraints. This is for ../issues/31 . Also if anyone has local/state requirements (beyond CDC), please share

  • Keith started a spreadsheet, getting harder to manage
    • Is there a way to arrange these things according to a hierarchy
    • Have merged bed data from other sources that will need to be harmonized.
    • Try to coordinate and drive our work based on what federal agencies are doing and align along those same lines. This is because we are chasing multiple definitions.
    • Hans has FEMA spreadsheet - will upload it
    • Add a column for questions that we may have about the scope
  • Friday - transferring this space over the HL7
  • Won't lose any data and should be able to transfer access and users, etc.
  • Created a separate group option that references existing work in the guide about groups. We can decide later if we want to include that or not.
  • Bed Measure Report is there but empty
    • Michael to write measure report files in sushi/fish format

2. Bed management.

Given data in v2 messages, bed master files, etc --

  • how feasible would it be to track available beds from existing HL7 messages? Elysa notes that OASIS has standards to help with this, mapping to ADT
  • Michael: the system for measure reporting is a reporting-specific tool (e.g., for quality and public health measures), and it contains aggregated data; it doesn't have the granular data directly. The source upstream is probably comparable to v2 messaging -- but the place where code would live for granular data is different from where reporting happens.
    • Amended: I was thinking about measures that collect data over time, like total patients over the last week. For "current status" data, this would be more feasible.
  • Hans: we've been thinking more about converting to FHIR... API for realtime access hasn't been a first step. There is a place in the flow where more granular data about beds is kept -- but unclear if it's tappable for API access.
  • For now, we'll close ../issues/7 and consider it for future scope

3. Landing on a set of measures.

We've got various definitions from EHR vendors, the federal government, etc. we've got table comparing, and even where there are differences, in some cases, it's easy to calculate one measure based on data from another.

4. Feeding data into mapping applications.

From GIS work, more convenient to have an array of things to map (vs array of arrays); so there's maybe use in slicing/dicing MeasureReports via Operation into more directly mappable points.

For tomorrow

  • Drill into how to manage MeasureReports, profiling, canonical Measures, etc -- what should we be producing?

  • TODO(Josh) will ensure that the Auto IG Builder is always running the latest version sushi. Completed during the call.

  • TODO(David Pyke) will create a Google Sheet based on data from Michael's zulip post. Captured as #33.

  • Michael to write measure report files in sushi/fish format
