  • bridge the gap between sources and consumers that can't natively work with each other

  • different kinds of imtermediary
    • turn CSV into MeasureReport
    • MeasureReport to CSV (e.g. city of Chicago forwarding to CDC and FEMA)

    • EHR developers support standard
    • someone in hospital is authorized to send data to public health
    • they register apps to public health server; it's approved
    • then hospital can submit to the PH Measure Consumer endpoint
• like scenario 1 but for FEMA measure
