Test installation instructions

As a new user of The Saner Project I want to get my system set up to
build the Saner IG so that I can run it locally on my system and verify my work.

Given {new user}
And {Instructions} (see INSTALLATION.md
and {new user} follows {instructions}
When {new user} runs build.bat
Then output\index.html contains the guide
And output\qa.html contains the qa report.

Assign to @afourquet once she accepts project invitation.
