Issue description

Scrolling in e.g. node list or script editor feels responsive but really fast. Compare this with the X11 backend, where scrolling is not smooth (jumpy in most cases, weirdly laggy and interpolated in the script editor) but happens at much more sensible speed.

Steps to reproduce

1. Get yourself a device capable of scrolling at small steps - touchpads are the most obvious case, but perhaps certain mice also could do
2. Enable the Wayland backend in Godot
3. Try scrolling in anything scrollable

Minimal reproduction project (MRP)

No project required - clicking on the "other node" button in an empty project to bring up node selection dialog that has scrolling is enough.
