Fixes to fuse circuit for stability at high current switching.

Schematic changes:

• Added C9 - 1uF to fuse input
• Added C10 - 100nF in parallel to R15
• Change C7 to 10uF
• Added C12 - 220uF AL Cap to fuse output (Panasonic F)
• Added D2 - schottky diode to output
• Add test point (+12V)

Layout Changes:

• Board grew 3mm wider
• Buzzer & components adjacent moved to make room for electrolytic

Pairs with the 4CFM v5 PAPRA-print-files

This version of the board pairs with the 4CFM fan parts. Note that issue #59 is outstanding and we will be working to resolve those.
