Question: "Can prysm client validator decode Parity header? prysm <-> l14 testnet communication about deposit contract state"

Answer: It seems that beacon chain on prysm can handle incoming headers from l14 rpc. Contract node can be observed during the synchronisation of beacon-chain with l14.
