This ensures everyone uses the same version of these dependencies. I realize that clippy generally doesn't check in lockfiles (IMO that's a mistake, but it's not my call to make) -- but this here affects also the main rustc repo; if this lockfile doesn't exist, a rustc PR could fail because randomly a new version of one of the test_deps here was picked up. We definitely don't want that in the rustc repo, so let's check in at least this particular lockfile.
