Document workflow run management and manual triggers

Summary

Documents previously undocumented user-facing features from the Workflows Run Page V2 update:

• Manage workflows — Explains that dashboard-created workflows can be edited/deleted from the dashboard, while file-based workflows must be modified via git.
• Manual trigger — Documents the ability to run cron-based workflows on demand from the dashboard.
• Workflow runs — New section covering run statuses (queued, running, completed, failed), run details (summary, PR link, PR status, trigger source, usage), and the ability to close PRs from the dashboard.
• Context repo limit — Notes the 5-repository limit for context repos.
