Jupyter notebook code to plot correlation of NPM-sample-qc varaints metric QC against Dragen germline 3.7.6 varinats metrics QC

It would be better to use the jupyter notebook.
We can add a new notebook into benchmark_resources/stats that is dedicated to the comparison of the metrics from NPM vs ARGO
It should explain to the reader “How to compare a workflow candidate to the reference implementation”
