Fix Redux mutation issue in AdminQuickActions

What this PR does

Replaces direct state mutation with a Redux dispatch call.

Source of Mutation

• Directly mutating the course object inside the component.

Fix

• Used dispatch(updateCourse({ ...course, last_reviewed: { ... } })).
