Initial draft of JOSS paper along with workflow for building PDF and uploading as an artifact.

To do:

  • Add sentence describing flexibility in Barker proposal implementation in e.g. setting noise distribution and replace placeholder text.

Made some final edits:
- adjusted the summary to highlight that other schemes are also implementable in rmcmc as well as Barker
- also emphasised flexibility of adaptation more in summary
- Removed 'Gaussian' from RWM since we might add other choices of noise later
- In 'Related Software' emphasised that Stan only has one adaptation mechanism and rmcmc has more
- make some other minor stylistic adjustments
