this extends run_COLOC to allow pairwise colocalization of different QTL features, using a target file which specifies each pair of QTL datasets and each pair of QTL features to colocalize together.
the Snakefile now includes a script to make the target file from a COLOC summary table, picking pairs of features in the same locus that both colocalize with a GWAS (PP4 > 0.8 but can be changed).
