TEXAS

First Tasks

  • Get the voter roll
  • Update existing shapefile to include 2018 elections

Significance

High-risk state

Without several unlikely resignations, Republicans will control the next round of redistricting.
Barring an upset in the 2020 legislative races, they'll maintain a government trifecta — and even if they don't, redistricting goes to the "Legislative Redistricting Board" (comprised of the Speaker, Lt. Gov, Comptroller, AG, and Commissioner of the GLO). As all positions except for the Speaker were elected in 2018 to four-year terms, Republicans have locked in four of the seats on the LRB through 2021.

Republicans have gerrymandered Texas in the past, and in fact there is still ongoing racial-gerrymandering litigation from the last round of redistricting.(See Abbott v. Perez)

The only way that there may be mitigation on Republican's redistricting powers is if a judge in one of the several current voting rights cases puts Texas back under preclearance (an unlikely move at best, and nearly-impossible under the current SCOTUS at worst!)

Who do we need to contact?

  • The Texas Legislative Council is a state agency that's collected all the data we need and more.
  • If we need data on local elections we may need to contact county clerks.

Existing data? Partners?

Texas redistricting site has 2010 VTD's, FEST has prepared this shapefile with 2016 elections matched, and MGGG has prepared this one
