t-route utilizes a Level Pool (LP) scheme which does not represent human-controlled dynamics and as a result negatively affects the accuracy of the model’s simulations/forecasts below large, managed systems. LP is a simple mass balance which contains orifice and weir outlets. A persistence methodology for real-time data assimilation of observed flows downstream of reservoirs was developed and applied to improve model’s forecasting skills. A persisted release is the last known valid observation at a reservoir outlet or a downstream gage.
