Assigns NetOps staff to Interconnect Request.

Parameters:

SessionID - String - GUID
InterconnectID - Integer
UserID - Integer

True if successful, false on failure. - Boolean

Remarks

The method is used to assign a NetOps user to follow up on the specific Interconnect Request.
