Is this just moving code from the client to commons?

The intention is to make the replay semantics more feature complete, see also:

There will be more semantics introduced soon, such as retrieving all the (build) commands, actions (callbacks) and toggles. The idea is that we make something similar that Kazbek did in terms of viewing a replay.
