Deprecate constant BCLConvert.DRAGEN

Description

Closes #2030. The constant BCLConvert.DRAGEN is confusing as the correct one should be BCLConvert.BCLConvert. This PR deprecates BCLConvert.DRAGEN and replaces its useages for BCLConvert.BCLConvert.
