[TEST] zwe install - 2 CLIs

[Martin-Zeithaml]

POC for zwe install using JCL template:

• cliPrefix - when --ds-prefix is used
• cliYaml - when zowe.yaml is used
• index.ts - maximum of the code common to prefix/yaml code path.

Pros

• Same behavior as current implementation - if --ds-prefix and zowe.yaml is used, only --ds-prefix is used

Cons

• 2 CLIs, at this point quite small, but it could be a problem in the future
