Reworks how random timing and estimation is handled

Based on discussion in #3

Randoms are now based on 5 minute intervals (and the timing is fixed to be accurate to server/login time)
Adds interval tracking & storage
UI update to show a filling progress bar
- Overlay has a few small text changes but is largely unchanged.

While this PR initially implements it, I'm sure we'll need more discussion + testing. 🥂
