release source code v1.3.0 of KanTV APK.

the biggest change in this release is that I finished PoC stage-1 and PoC stage-2 after start integrating excellent&amazing&powerful whisper.cpp to project kantv since March 5,2024.

this is a milestone for PoC(implement real-time English subtitle for online English TV by whisper.cpp). more details could be found here .
