update vulkan packages to 1.4.321

This an update of all vulkan packages to sdk version 1.4.231. This should fix #8058.

I used a shell script in order to automate this tedious task. I observed some differences in the packages:

• Some versions are organized with version ascending in the file and others with version descending. I did not modify the original order. I don't know if there is a convention.
• Some git repository are identified with a SHA id, others with tag names. I chose to use tag names everywhere. Again, I don't know if there is a convention.
