In an effort to nudge the governance of Network Wrangler forward a bit and, possibly, to prepare to move the repository to a different org (either network-wrangler or MetCouncil), I've taking a first pass at some governance documents, building from @e-lo's experience with the TIDES project.
Please have a look and comment, edit, suggest as appropriate.
