The verifier tests should probably show as skipped rather than failed if a verifier is not listed.

However, I wanted to post this now to get feedback. Do we want to support "just issuer" implementations (I think we do)? Currently the code expects both an issuer and a verifier.

I think any time there's no endpoint listed the test could be marked as skipped. As much as we would want to allow for issuer only implementations, we should also allow verifier only implementations. The specs themselves don't really differentiate, as they refer to "conforming processors" rather than implying a specific role.
