"request headers" and "response headers" are not implemented by anyone and the WG decided to drop them from the spec.

What are removed from spec:

  1. definition of "request headers" and "response headers"
  2. procedures to handle them
  3. the entries in sample reports
  4. an example "Monitoring cache validation" that relies on "request headers" and "response headers".
