Run cspell on GitHub server as a pre-commit hook

As pull requests come in, and we take suggestions, sometimes they have spelling errors.

Co-pilot should catch most of these, but we can recheck things with cspell.

Not sure I understand this one. "Pre-commit hooks" run locally on your device, before you make a commit, and need helper modules such as husky or a git configuration installed/enabled locally (example).

I believe this linked PR just adds a check after PRs and commits, not a pre-commit hook.

Ah! No, this is for when we do fixes directly on GitHub via suggestions. We do a lot of those and that's where a lot of this sneaks through.

cspell needs W3C training (e.g., TPAC), and specification of US vs UK English (e.g., license vs licence)

The fun part is that the ISO spec title uses the UK spelling I believe.

For the W3C side, see the Manual of style, which mandates EN-US.

Yea, the style guide prefers EN-US. In practice, not least because we're global, EN-UK has been acceptable if a document is internally consistent ... which does lead to extra challenges with cross references between documents using EN-US and EN-UK. I18n is never easy!
