Hm. With no PR-Preview, I can't be sure, but if this is being piped through ReSpec, I think the RFC2119 paragraph will be redundant, as ReSpec adds one. |

I'm not sure either. My suggestion is to merge it, if it doubles the sentence I can merge a hotfix out of band |

fixes #671 to fix the last respec error by adding boilerplate conformance section.
