frr: T6854: build FRR with PCRE2 support for better performance

Change Summary

According to FRRouting/frr#17365 , building with PCRE2 support can improve BGP convergence by 5-10 minutes, but that option is missing in debian/rules. This PR adds a patch to enable it.
