This PR moves the agent instructions file from
.github/copilot-instructions.mdtoAGENTS.mdin the project root directory. This change provides a more standard and discoverable location for agent instructions that follows common conventions used across repositories.The file content remains completely unchanged - this is purely a relocation to improve discoverability and follow standard naming conventions for agent instruction files. The new location at the project root makes the file immediately visible to anyone browsing the repository.
