Looking at other rust packages (rustup for example), it seems that they use ${RUST_TARGET} and not ${XBPS_RUST_TARGET}.

Not sure why this is the case, but I made the change, ran ./xbps-src -a aarch64 pkg wpaperd on my machine, and it worked.
