chore: add basic dev container config

Description

Adds a basic dev container configuration for experimenting whether those would be practical for development.

Some known issues:

• Playwright can not download Chrome for Linux / Arm64, using Chromium works as a workaround by removing channel: "chrome" from WTR config
• Debugging tests in a browser doesn't work as it tries to create a local browser instance
• The post create command doesn't work properly from IntelliJ but can be executed manually from the container after creation
