feat: publish public Urbit agent skills

Summary

• snapshots the reorganized public Urbit skills into /.agents/skills
• publishes additive YAML bundle manifests alongside Markdown snapshot files
• updates /for-agents, llms.txt, and agents.md discovery guidance with exact skill, comet onboarding, and userspace bundle paths
• pulls existing autoresearch discoveries into the site: exact-path discovery, compact transcript guidance, native comet boot/code retrieval, artifact-dir handling, and --no-demand boot hints
• adds npm run test:agent-snapshot to guard against private/local leakage, nested reference skills, and broken bundle references
• adds the separate %hawk499 userspace app snapshot, distinct from %hawk

Stack

• Depends on docs: fix DHH ONCE link in Gall 2026 #2451 (vanta/fix-gall-2026-dhh-once-link) because that DHH link fix branch is still blocked by review policy.
• urbit/urbit-skills#93 has merged; this PR vendors that approved snapshot into urbit.org.
• Also depends conceptually on urbit/urbit-skills#94 for the %hawk499 follow-up snapshot now included here.

Validation

• npm run lint (passes with existing warnings only)
• npm run test:umami-guard
• npm run test:agent-snapshot
• npm run build
• generated /.agents/skills/bundles/userspace-apps.yaml inspected for exact public paths
