Description of Changes Made

This adds a new description field to the Contact CTA block and the CTA block.

FE styling will be handled in a separate PR. I've commented out the field in the YAML files so that it doesn't break the current pattern library components.

How to Test

1. Create/Edit any page that has a contact CTA block or CTA block. (Any page except the homepage.)
2. Try to add a new "Contact call to action" or "Call to action" block in the Body field.
3. Filling in the required fields should display the new content on the preview.
4. Fill in the "Description" field; the value should also be displayed on the preview.
