Update to support loading DXVK. If you need dxvk support, move and rename the DXVK d3d9.dll to amax/dxvk.dll.
Also fixes the permissions error some people were getting then it tries to create a log file in the Blur directory. Now log file is created next to the Blur save file, at %APPDATA%\bizarre creations\blur\amax\log\d3d9.log.
