Update golang.org/x/tools and Go version to support Go 1.26 `new` by aykevl · Pull Request #5428 · tinygo-org/tinygo

This has the following effects:

It fixes issue WASM returns blank values using Go 1.26 built-in "new" function #5414.
It bumps the minimum Go version to Go 1.24 (from 1.23).

I looked, and there doesn't seem to be a version of golang.org/x/tools that supports the improved new builtin without also bumping the minimum Go version.

Note that this PR will necessarily conflict with #5426 since this one bumps the minimum Go version and #5426 re-adds the check that TinyGo still works with that older Go version.

LGTM

This has the following effects: * It fixes issue #5414. * It bumps the minimum Go version to Go 1.24 (from 1.23). I looked, and there doesn't seem to be a version of golang.org/x/tools that supports the improved `new` builtin without also bumping the minimum Go version.

rebased after merging ci: add check for compatibility with older Go/LLVM versions #5426, and updated minimum Go version in that CI action
updated minorMin in builder/config.go to reflect the current minimum Go version (it was way behind)
