Implements DAG-CBOR encoding and decoding.

TODOs:

  • Add new DAGCBOREncoder type.
  • Add all necessary flags for valid DAG-CBOR construction.
  • Throw on tagged items in the DAG encoder.
  • Make date decoding more flexible for untagged date values.
  • Add API for injecting custom tag decoding.
  • Implement custom tag decoding for CIDTypes.
  • Pass all DASL tests
