Add T7 storage credit docs

Summary

• Expand the T7 upgrade page with partner benefits, planned scope, benchmark highlights, and integrator checks.
• Add a new T7 storage credits guide covering TIP-1060 usage, user-level allocation, TIP-1064 as the DEX/precompile example, and benchmark tables from the T7 thread.
• Add targeted T7 notes to DEX liquidity, rewards, and fees pages, plus a sidebar entry for the new guide.

Data verification

• PR 4016: TIP-1060 is open, non-draft.
• PR 5877: TIP-1060 gas profiles are open/draft; bridge/Morpho/LayerZero/minimal-swap benchmark values copied from the PR body.
• PR 5903: DEX lifecycle benchmark is open/draft; DEX gas values copied from the PR body/snapshots.
• PR 5380: TIP-1075 rewards deprecation is merged.
• Confirmed https://tips.sh/1067 and https://tips.sh/1075 return 200.

Notes

• Exact benchmark numbers are marked as in-progress and should be confirmed against the final T7 implementation before partner commitments.
• TIP-1066 remains described as a stretch goal.
