…type.byteLength `GetViewByteLength` calls `IsViewOutOfBounds` as its first step, so it's not necessary to call `IsViewOutOfBounds` in `DataView.prototype.byteLength`.

I've changed the idempotent getter machinery, since it's not very easy to read, in favor of a cached byte length approach in tc39/ecma262#3116, PTAL there. |
