The graviton self-hosted runner cannot start job containers (runc fails to mount the cgroup hierarchy), which blocks every arm64 publish run. - Build the arm64 package job on the github-hosted ubuntu-24.04-arm runner instead; the tarantool/testing:tt-build image already ships an arm64 variant, and arm64 runners are free for public repositories. - Mark the workspace a git safe.directory inside the job container: the runner checks the repository out as a different user than the container runs as, and git refuses to read it otherwise.
