Because buildTool plugin seems not working on Windows now with Swift 5.10
`open` on Windows uses "text-mode", so we need to explicitly specify O_BINARY.

This is an initial attempt to port WasmKit to work on Windows. This change only ports WasmKit core engine, not including WASI implementation for now.
