  1. Allow updating region, builder size 

    Slightly larger commit then I'd like, but we're doing a few things here:
1. we add a flag to set the depot builder region. we can still use the
environment variable, of course, but having a flag is more visible to users.

2. we allow setting the Depot builder's cache size, in GB

3. we allow updating the existing Depot project, using the
--depot-builder-update flag
