As I had some issues using the original version in my TensorFlow 2.3 setup, I refactored the code to make it TensorFlow 2.3 compatible. I also added a built-in normalization step to ease its application on other more complex datasets.
If the maintainers prefer not to replace the current version compatible with TensorFlow 1.x for backward compatibility, I can submit another Pull Request with the new version of the notebook in a separate file (lets say, named 'Quantile Loss 2.3.ipynb').
