During deployment, the whole root repo is getting copied for some strange reason--this includes the gitignore, which then ignores docs/dev/ or dev/, making the dev site unreachable. Need to not copy all these random files over when deploying. |

Hi!
@jgabry and I are working on updating the themes for the Stan R packages to better match the main Stan page. This PR should use the new theme & use a GitHub Action to automatically build the dev version of the site on PRs and the release version on releases.
You can find an example of how the theme looks here.
The action needs to be tested to see if all dependencies are properly specified.
