[ENHANCE] Support Reloading Slurm-operator NodeSet CRD #1192

It would be useful if Reloader could handle restarting Slurm-operator's NodeSet CRDs, which wrap pods.

We've considered adding this functionality directly to Slurm-operator, but have determined that such an implementation would have substantial overlap with the way that Reloader is currently implemented. It would be simpler and more idiomatic to be able to rely on Reloader for this functionality, rather than re-implementing it ourselves.

If this functionality would be of interest to the Reloader team, I can compose a PR to implement it.
