This is a draft PR to satisfy a request to allow people to allow files to skip compilation attempt while still being present for use as includes. Specifically, this change would target includes like util_i_library that could compile on their own, but consistently throw errors because they don't have their own function definitions. Not ready for merge.

Did some rework to make it more palatable. Think it's ready for review. Did testing on multiple files on windows and linux builds. Unable to test macos locally.
