Did some rework to make it more palatable. Think it's ready for review. Did testing on multiple files on windows and linux builds. Unable to test macos locally. |

This is a draft PR to satisfy a request to allow people to allow files to skip compilation attempt while still being present for use as includes. Specifically, this change would target includes like
util_i_librarythat could compile on their own, but consistently throw errors because they don't have their own function definitions. Not ready for merge.
