Other than that seems like a pretty good idea. I do wonder how other departments would get the knowledge of keywords, like you say engineers would get 10 tech keywords. How would that work mechanically, would they be given at the start of the round like syndicate codewords? (I wouldn't like how overwhelming this might feel esp. to new players and this seems like a high cost for a department that may never even see the librarian, depending on how the round goes)

The main idea was not to dump 10 useless code words on players, but that they passively decipher them when they see them in a book or chat. But that's the questionable part overall.

The librarian is too boring from a gameplay point of view. How about adding some influence to her round? Delve into books and study the background of objects in various parts of the station.
