Finally got around to working on this, there is a bunch more stuff to do on it but I'm going to open this as a PR and hopefully finish up writing this so that I can continue working on finishing the core systems and UI. Once I'm happy with this I'm going to merge this design doc and then I'm going to be opening the floor for YAML assistance with porting/re-balancing content to work with the new medical systems and damage model.
I'm also probably going to break this into separate docs to help document the new medical systems more thoroughly once NewMed gets merged.
