If there are more than one PDA of a given command, then if ANY of that PDA type have voted on a referendum to fire a member of command, then the associated department vote is cast.

The HOP should be granted a single extra implanter, help under as secure a guard as possible, for the purpose of promoting another crew member to a command role. They do not however get any more PDAs or PDA cartridges capable of voting on Internal Affairs.
Different PDA votes should be displayed on the referenda as the associated color of the department from which the vote came. Red for sec, yellow for eng, light blue for medical, etc.
The HoP and Captain version of the software should have extra weight to their votes. The HoP can cast a double-vote, and the captain can cast a tripple-vote.
Ignoring the possibility of undercover-agents or admin PDAs voting, this would give us 5 normal department votes, 2 service (or command) votes, and 3 Command votes for a total of a possible 10 votes to fire any given player.
Should any player recieve 5 or more votes the vote should succeed. This means that in a normal round the Captain and HoP could choose to fire a command member, or the five department heads could choose to fire the captain, or any number of such combinations.

For balance reasons, it might be fun to make this a function of the MindShield implant, but that should come with more deliberation. Ther functionality should be possibly however if desired.
