Upgrade our Istio dependency to v1.24 . The Istio Operator was removed from 1.24, so we've also introduced a minimal fork of istio.io/istio (https://github.com/solo-io/istio-operator-legacy) that just contains the Istio Operator code from 1.23.
This change also bumps the go version and the kubernetes version.
