Summary of changes:

  • Switches to pyproject.toml file for packaging
  • Adds an Actions workflow for running tests
  • Refactors test suite layout to mimic package layout
  • Fixes a bug where connection errors in verbose downloads fail silently
  • Skips tests for data releases where data cannot be downloaded
