This pull request adds support for the Memento blockchain to the codebase, including both mainnet and testnet environments. The changes cover configuration, provider setup, type definitions, and utility functions to ensure Memento is fully integrated alongside existing chains.

Memento blockchain integration:

• Added Memento mainnet and testnet configuration to chains.json, including chain IDs, titles, explorers, and native currency details.
• Updated chain-to-technology.json and type definitions in types.ts to include Memento as a supported technology and chain. [1] [2] [3]

CCIP selector updates:
